Good point Mridul.

PM Singh may be decent person. But this tack of getting to his roost 
in the PM's office thru  the back-door of the Rajya Sabha, makes a 
mockery of EVEN desi-demokrasy . But The late Hiteswar Saikia's 
estate gets the rent! That is a contribution to Assam's welfare :-).
